1. (U) This is an action request.  See para 4. 

2. (U) In a letter dated June 19, received by the Embassy 
June 22, MFA Arms Control and Military-Technical Cooperation 
Department Director Volodymyr Belashov transmitted the 
Government of Ukraine (GOU)'s proposed agenda for the July 
11-12 U.S.-Ukraine bilateral nonproliferation working group 
(NPWG) meetings to be held in Kiev.  He suggested that the UK 
and Polish representatives take part in discussion on agenda 
items 1, 3, and 4, and also invited our "early reaction" to 
the GOU draft agenda.  The text of the draft agenda, with 
Embassy's minor corrections, is contained in para 3. 

3. (C) Begin text of GOU draft agenda (note: no Ukrainian 
classification markings included) 

1.  Information on development and improvement of legislation 
in the sphere of export control. 

2.  Further assistance to Ukraine for storage and utilization 
of solid rocket fuel from SS-24 missiles. 

3.  Progress in utilization (note: destruction) of surplus 
SCUD and Frog 7 missiles.  U.S. assistance in liquidation of 
Kh-22 missiles. 

4.  Participation in the Proliferation Security Initiative, 
Bilateral Agreement between the Government of the United 
States of America and the Government of Ukraine concerning 
cooperation to suppress the proliferation of weapons of mass 
destruction, their delivery systems, and related materials by 
sea. 

5.  Removing of highly enriched uranium from Kyiv Institute 
of Nuclear Research and Sevastopol Institute of Nuclear 
Energy and Industry.  Agreement between the State Committee 
on Nuclear and Radiological Safety of Ukraine and the 
Ministry of Defense of the United States of America regarding 
development of the state system for control, registration and 
physical protection of nuclear materials in order to prevent 
proliferation of nuclear armaments from Ukraine of 1993. 

6.  Implementation of the Agreement between the Ministry of 
Health of Ukraine and the Department of Defense of the United 
States of America concerning cooperation in the area of 
prevention of proliferation of technology, pathogens and 
expertise that could be used in the development of biological 
weapons (note: BTRIA).  Preparation of the Sixth Review 
Conference of the States-Parties to the Convention on the 
Prohibition of Biological and Toxic Weapons. 

7.  Activity within the framework of the NATO Trust Fund 
"Partnership for Peace", particularly MANPADS utilization 
(note: destruction). 

8.  Bilateral cooperation in anti-missile defense.
